According to the Labor Code of the Republic of Azerbaijan, the following documents must be collected when hiring an employee:
- Employment application

- Work record book (if there is previous work experience)
- Education document (diploma, certificate, if necessary)

In accordance with the legislation of the Republic of Azerbaijan, employers are required to enter personal data of employees into certain state information systems. The main portal for this is the Centralized Electronic Information System of the Ministry of Labor and Social Protection of the Population.

Centralized Electronic Information System of the Ministry of Labor and Social Protection of the Population: According to the amendments to the Labor Code that entered into force in August 2024, employment contracts are concluded in the form of an electronic document and registered in this system. This simplifies the process of formalizing labor relations and ensures data transparency.
Employment subsystem: This subsystem is part of the Centralized System and is used to maintain a register of unemployed people, job seekers, as well as to automate employment services. Employers can post information about vacancies and find the necessary personnel through this platform.
When concluding, changing or terminating an employment contract, the following employee data is entered into the electronic system:
- Personal data: Last name, first name, middle name, date and place of birth, citizenship.
- Identity document: Series and number of identity card or passport.
- Individual identification number (IIN): A unique number assigned to each citizen.
- Job information: Job title, description of job responsibilities.
- Working conditions: Work schedule, salary, terms of payment.
- Contract validity: Start and end date of the employment contract, if it is fixed-term.
The collection and processing of this data is regulated by the Law "On Personal Data" dated May 11, 2010, which establishes requirements for the protection and confidentiality of personal information of employees.
Compliance with these requirements ensures the legality of labor relations and the protection of the rights of workers in the Republic of Azerbaijan.

Reports are submitted to the following state bodies:
- State Tax Department — reports on taxation of employees (income tax, social contributions).
- State Social Security Fund (DSFK) — reports on social deductions.
- The State Labor Inspection — reports on labor contracts and labor conditions.
- State Statistics Committee — personnel statistics (on request).
In case of suspension or liquidation of company activity:
- Notification of employees — the employer is obliged to notify employees for at least 2 months.
- Payment of compensation — upon liquidation of the company, employees have the right to compensation in the amount of at least 3 average monthly salaries (Article 77 of the Labor Code).
- Closing of labor contracts — cancellation of contracts through the electronic system of labor contracts.
- Reporting to state bodies — submission of final reports to tax authorities and the social fund.
