Registration in the Migration Service

For all foreign citizens who plan to live, and find a job in Azerbaijan, an obligatory condition is to be registered in the migration service of Azerbaijan. Having registered in the migration service, potential working people receive a work permit and residence permit in the country, which is necessarily required when applying for a job.

In the absence of this permit, labor activity and temporary residence will be considered illegal. If the applicant receives a positive response from the migration service, then he is granted a work permit and residence permit in the country for 12 months.

Yes, residents are required to pay taxes in Azerbaijan. The main taxes include:


  • Income tax: for individuals
  • Сorporate tax: for legal entities
  • Withholding tax: when profit sharing between shareholders
  • Value added tax (VAT)
  • Property and land taxes: depending on the availability of relevant objects

Tax obligations depend on the type of activity and income of the resident.

To obtain a permanent residence permit, you must provide:


  • A completed application form of the established form.
  • A copy of your passport or other document for crossing the border.
  • A notarized copy of your birth certificate (for persons under 18).
  • A certificate of absence of dangerous infectious diseases.
  • Documents confirming the availability of funds for living (if applicable).
  • Documents confirming the basis for permanent residence (for example, a marriage certificate with a citizen of Azerbaijan, investment documents, an employment contract, etc.).
  • Two photographs measuring 3.5 x 4.5 cm.
  • A document confirming the availability of housing (lease agreement, certificate of ownership, etc.).
  • A statement from the person providing housing (if the housing is not owned by the applicant).
  • A document confirming the payment of the state fee.

Yes, physical presence is required. 

The applicant must submit an application in person and undergo a screening process, including an interview and testing of knowledge of the state language and legislation. 

However, some stages of the process can be completed online, such as submitting an application form.
